Looking at the offer letter, it seems that the amount of securities you can buy will be capped to what Transurban has allocated for you. So I believe Transurban will refund you the extra $$$, if you have paid for the extra securities.
"Transurban will NOT allow you to apply for new securities in excess of your retail entitlement."
