in two simple lines:
we need a well thought out long term national education policy,
we need a well researched and thoughtout long term industry policy.
the first will give us the skill, compentency and higher productivity to produce better quality services/products to compete with the world. The second will give us the framework within which certain industries will be sustained irrespective of the relatively higher costs. If "hamburgers" are essential to the nation's survival, then a government should be prepared, with the consensus of the community, to support the "hamburgers". Sometimes, demand and supply (viz, market forces) are not the answer or solution.
