The announcement says they will be involved to project financing- this doesn’t mean they are financing it. ‘Being involved’ means assisting and making money from it- an advancement of their business model and another revenue stream.
Charge for the meetings, charge for document prep, prepare costings, there are many ways to skin a cat.
This is being underestimated at the moment- but Tim if you are reading, perhaps a financial estimation of available would help
