It seems you are a rich guy, either inherited lot of wealth or earned (hopefully legit). You sees a great opportunity in investing in science/research obviously to make more money. But before doing that you want a assurance of being a successful investment.

My advice to you, if you have lot of money and you want to invest in scientific research then change your motive behind it from making money to welfare of humanity, just like Bill and Melinda gates foundation. They invest in thousands of high-risk research project every year. Australian startup ResApp is product of that. Any research carries a risk and so is ResApp.
Lastly, no government can and should outsource research to other countries, it will take the country to medieval age. They have to grow local talent. Of-course targeted migrant talent and skill will help.
