WHY would it be a poor reflection on TNG?? TNG have made a generous offer and I understand it would have been signed weeks ago except for a death holding up the necessary meeting. The CLC have then had difficulty arranging another meeting time. I have also heard a rumor that the CLC legal personnel have been encouraging the CLC to push for a bit more, but it is only a rumor as far as I know. This project is very important to the NG Government so it is likely a "normal" level/method of payment will eventuate in due course.
