If the original decision is out then the review must show the decision to be wrong ie categorically not caught or the original decision stands. If the original decision was not out then the not out decision would remain unless the review proved conclusively it was out.
ps...Horn won both those fights and the Pacquio fight was reviewed after the fight and scored independently with Horn still winning. Sounds to me more a case of personal bias on your behalf perhaps?
