Harlee, I think it actually means the opposite, that is, that the buy side is being artificially kept up by these small buy orders which keep poppping in so a seller can keep selling down larger amounts than what they are buying.
They may buy 10000 shares for every 20-30000 that they sell but the small buy orders falsely make it appear as if the price is holding up well and it forces any buyers to pay a little more.
A common practice, but disgusting nevertheless, and usually done by a computer program automatically.
The unsavoury practises the ASX allows is not kind on retail shareholders.
