Even more bizarre is that institutions lend out the stock for shorting purposes in the first place as the stock is predominately held in the form of Joe Average's superannuation fund run by the same institution, so consequently they reduce the return for Joe and his family for the sake of making a few bucks themselves for lending out the stock (which Joe actually owns) to the shorter. It really stinks.
