Yes. There are these group of councillors that together form what's called a council. They are usually randomly selected by voters who have no idea who is who. When you buy and own a property within an arbitrarily drawn up region that belongs to this particular council, they issue you with a nominal fee. In return they provide services to you. This fee is charged annually in February and for some reason the fee increases exponentially yet services provided seem to decline. This is what I was referring to when I mentioned 'council rates'.
