For my view, this is a typical action from Chinese Company... They know the production is so good and must have some use in China...so they want to get the right to sale the production exclusively...
Then they sign the contract... and get the deal done quickly...after that...they will have their platform to find the sub-purchaser...which is so easy in such a big market...
The minimum value is from their experience and prediction...they are not fake number...they are the number they know that they can achieve.
