I would take a slightly different point of view on that, Vlad .... I think that they need to protect themselves from what is not covered in the current patents before the chips become publicly available and somebody sits down and reverse engineers their design.
Within a very short period I'm sure that there will be Chinese copies of the tech with crap quality using any holes that they can find in the IP protection to market internationally.
I would think that notwithstanding the manufacturing problems that they have had, they would probably have circumvented the technical issues with a few chips to the point where they could use them to reassure themselves that they have the quality they need.
You can always bodge something up so that it works ... but it is never pretty ... so they are not going to publicly demonstrate something like that and get hammered for the product quality.
