Hello, I do not think there is anything illegal there.If the stock has too little trading, from normal traders, and there are maybe 5 banks making the market maker, with different buy and sell orders, and these are constantly alternating by computer, that's just how it looks.
After all, Norwood is a penny stock and not Apple or Daimler or GE.
