Did it ever occur to you that those peakers need to pay for their standby and capital costs for the whole year ? Charging normal power station rates would mean that they would be totally uneconomic and therefore they wouldn't exist .
The alternatives would be to have black outs on those few days a year of exceptionally high demand or otherwise we would have to build much larger power stations that would be idle most of the time .
Which do you think would be cheaper ?
