This is particularly untrue. I'm not trying to say this applies to GSW but a Voluntary Suspension on the back of a Trading Halt is pretty easy to get if you need more time to finalise your announcement. It only takes a phone call to your ASX adviser and it's done.
Though for GSW i do suspect it's a tad more complicated than that.
