Point is, by reducing the number of available stocks to short ( and the super funds hold a LOT of them ), the impact of any short selling is reduced / minimised ( assuming fundamentals are still good and the same ), because then, the super funds, if the trustee is doing their job to act on OUR behalf, will then buy those stocks being short-sold.
