    As we know Kinross sold the mine to Jaguar who then sold to AVB,
    AVB is very positive about getting regulatory clearance to start full scale mining, they even seem to know when it will happen.
    The link below is not directly about Centro but it provides details of the issues around gold mining in Brazil and the regulatory environment within which AVB is operating. It also may explain why Jaguar sold the mine.
