Your interpretation on the latest SDL announcement may be correct that SDL may develop both mine including port and railway infrastructure. It does make sense now because Tidcore (a Chinese privately owned company) with the full support of China Civil Engineering Construction Corporation (CCECC), a Chinese state-owned company will own 51 per cent of Cam Iron SA. This port and railway infrastructure is located in Cameroon. So the whole project will be over $5 billion dollars (mine plus port and railway infrastructure). This is huge scale. Interesting news ahead. China is more likely to make this project happening as part of New Silk Road Map, One Belt One Road (OBOR).
Expect the unexpected. Shine SDL Shine. This is not an advice. Please do not follow me. Lol.
