Not everyone has the capacity to research across every media platform. IMO if someone makes a claim about specificities on HC then they should provide a source or expect it to be taken as heresay. Maybe some disagree which is fine, in this instance just trying to clarify if that was an assumption based on the terms for progress payment or if that information was somewhere out in the public domain.
