Facts are when the DCB was switched to a more ethical process customer numbers were significantly reduced. Not sure if it was illegal and no one would bother with a CA over $100 give or take. That was the clever thing about this scam, small amounts from many unwilling customers. Not worth filling out the CA forms to get back $250 in refund few would bother.
