Haven't posted for a while but will jump in. Lots of reasons for poor data quality. My impression is it could be the size of the signal being generated on the surface is not sufficient enough to excite the target at depth. Such as a small loop or transmitter. Hard to know without specifics.
Could also be loop position not coupling well with the target.
Interesting anomaly.
