I don't think so. It just means the first 6-8m won't be sampled, because weathered rock is usually too soft to provide a decent sample for RC drilling.
The fresh rock is the hard stuff that can be properly sampled and mined.
So potentially it could be good, if they found something. Means it's shallow and close to the surface. By comparison, the gold drilling I was involved with had to go about 35m own before they hit fresh rock, so they knew that any mining would have to move that much at a minimum to get to the gold.
