I am thinking you are mixing up two different things here.
The old Sullivan mine that was attempted to be transferred in ownership and failed in mid Dec 2017 ( which was over 7 weeks ago , and old news to the market ) is seperate and different from the permits that were transferred on Jan 19th 2018.
The Sullivan's permits that Brl now own and intend to mine from are having environmental testing done etc. in order to be submitted for mining consents and will use existing Stockton infrastructure.
