Actually, it doesn't get worse for us guys.
You need reasons to surveil someone for such a lengthy period of time. You just can't keep a surveillance on someone for years on end without getting results. You need to keep going back to the courts to request a warrant. Maybe you don't get that. When you surveil someone for such a long period of time and find nothing, then use an unverified dossier to keep surveilling the same person and STILL find nothing, you are impinging on his civil rights. When you concoct a dossier and use that person as the crux to continue spying on him and an opposition party without divulging the original sources of the dossier, then there becomes a problem.
