Yes, I'm sure they'd be less accommodating, but once again you hark to formality and officialdom, whereas, battery, chemical and any other end user of lithium and the like, including investors, can buy what they like at any stage of development.
And that's the whole point, and an obvious one at that. But anyway, we can agree to disagree.
