You may have missed this but almost 2 weeks ago we had this little event called an election
in the lead up to this election it was clearly stated that ratifying Kyoto was something Labor intended to do if elected
The point had already been debate to extra ordinary lenghts in parliament, so nothing was going to be achieved from further debate, and as it was already a clearly stated labor policy, what would be achieved from debating it in caucus
Rudd had a mandate from the election to do what labor said they would do, and they did exactly what they said they would do.
