    The link you have provide is the weather forecast for Salta, the provincial capital, of the Salta Province.

    Salta (the city) has an elevation of 1,150m.

    Salar de Rincon (the salt flat in Salta province) has an average elevation of 3,800m, ranging from 3,700m to 4,000m.

    Make no mistake, Salar de Rincon is more than 2,600m higher than Salta (the city).

    Rainfall (or more precisely, precipitation) is a function of many factors. Elevation is one of the most important factor because it dictates the atmospheric pressure at which water droplets (rain) are possible to form, together with wind speed, wind direction, UV and oceanic moisture content, just to name a few.

    The best source of weather data you can gather, without physically travelling to Rincon and measure yourself, is historical data.

    And you would have been assured by the consistency of Rincon weather, if you had read them in prior.

    Or you can make a simple observation: how can a salt flat of that magnitude and size be formed and preserved, if the annual evaporation does not largely outpace precipitation year-after-year? Not to mention that there are multiple mega-Salars in that region.

    Let's put this doubt to rest.
