Here is something Larry Marshall wrote in an titled "the processing power of light" in 2002

electronic operations."
IBM is talking about the advantage of using light over wires in the article.
So I'd say then that IBM and ARR are using the same basic science but for different applications. IBM is focusing on mini computers on a chip and ARR seems to be into lasers and broadband wireless transmission.
