You can read this Brazilian Telecoms FAQ page and get an understanding of their telco market and broadcasting from the following link
    https://gettingthedealthrough.com/area/39/jurisdiction/6/telecoms-media-brazil/

You can read in Portugese(but translate it through your broswer into English) the regulations over cinema in Brazil
    https://www.ancine.gov.br/pt-br/faq-lei-da-tv-paga

Cut the following link into one big long string on your browser and hit enter.

I cannot find any broadcasting content changes for 2017  in the relevant laws and regulations.  Most have been mapped out since 20111 with a few strike throughs or changes in other areas.

I asked on the IPTV online group and an OTT group I am part of online and no one could advise me of any changes to handling content from cable to OTT in Brazil.

Content licencing is specific to the media of delivery(DVD, cable transmission, OTT etc) and market geography determined pricing(pricing varies country to country or region to region), and timing to market(cinemas normally get it first, streamers maybe second, DVD release weeks later).

Dud content may go straight to the DVD store and not pass GO and collect $200!!
