Time, mainly. Time is money. Hiring the right programmers, who have to understand the nature of the problem and have the right skillset, then cost. I do know from running a company that we always looked for the fastest most cost-effective solution offered by 3rd parties first before attempting innovation from within. If someone has already solved the problem and it's cost effective, why re-invent the wheel? Good management is understanding the core business, ours was not developing delivery systems, it was selling product to our customers, understanding their needs and what was the best product for them.
