As a holder you will get a letter in the mail that sets out most of the answers to your questions - mine arrived in the post yesterday. To answer you briefly reason is to raise cash, cost to you can be worked out so -say you held 27,000 shares currently you would be entitled to purchase thru the offer another 8000 at cost of $0.002 each. You will get a prospectus in the mail with an offer form that sets out your specific entitlement and total cost.
