I think you're simplifying this way too much. So say each of those stores have 10 orders at one time that's all over the place. I'd say GSW's software would be extremely helpful in this scenario in optimising those routes.
Ubereats never take that long? Please. My experience with Ubereats have been pretty mediocre at best. What are you expecting then? Order comes in, food is prepped, driver works out the best route and then it's delivered all under in what 10 minutes? Are you kidding me? That's assuming they have enough cars as well and traffic is OK etc.
I know you're a skeptic but please be realistic and see the bigger picture. Read Mckinsey's article on last mile logistics.
