Im by no means an expert in all things shares but this is all to do with liquidity (number of shares available to be traded on the market). For a company like Galena, only having 55m shares is a very low number. Going to the 280-300m mark increases liquidity quite nicely. Over the past few weeks our daily liquidity has only been around 300,000 and you can see even today in the depth there is quite a large spread of prices on the buy and sell sides.
This will in essense just make it easier to buy and sell this share. The 1:5 split will be done at the closing price on the day immediately prior to the split - current price of $1:10 would go to 22c.
