This theory regarding cash balance makes sense and answers two questions, i.e. why there is minimal interest revenue and also may tie into the performance KPI's per the GSA.
If people thought about all these issues from a start-up's perspective, since that is the time when these deals were set up, it paints a completely different picture to what is being insinuated now.
