Acharya refers to it as 'know-how' and the Secretary (in a very awkward, meandering and at times excruciating speech) refers to it (in an unscripted moment as if to rescue himself) as an 'experiment'. Both are correct. It's a small-scale R&D initiative. If 'the boys' aren't there just for decoration then there may be something in it. Maybe.
