The decision to build has been made. They are telling us plainly there will be higher costs but higher income to cover, so I am reconciled to a delay in financing also. They are still sticking to 2018 groundbreaking. This is the second delay; the first had good reason on the resource side, this one seems be about procurement. Wonder who the new supplier might be. Must be pretty major, it wouldn't be worth the delay for a small differential.
They had CBI and Lavalin lined up. Maybe its a lowball offer from the Chinese. I'd be more comfortable with Lavalin and CBI.
