Good find ctrc.
So: 'The Ministry is now starting administrative proceedings with the company'
'In the administrative procedure, it will be considered whether the company fulfills the legal conditions' - The answer to that is yes. This is the legal analysis:
https://www.epravo.cz/top/clanky/st...ni-lozisek-nerostu-a-jejich-tezby-107072.html
'It is a matter of compliance with the raw materials policy of the state' - Yes we comply in accordance with the new state rules. ie:
http://www.zdravotnickydenik.cz/2018/02/stat-meni-pravidla-pro-strategicke-suroviny-kvuli-lithiu/
Extract:
'If a reconnaissance area was set before the government's order of 11 October 2017, the public interest can no longer be met in its entirety. In this case, the Ministry of the Environment, in cooperation with the Ministry of Industry and Trade, stipulates the condition of maximum finalization of final products throughout the processing chain in the Czech Republic'.
It is also great news from the point of view that the decision won't only be based on the politicking from Babis, but from the Ministries. That is what we have been waiting for! An analysis has already been undertaken by the Ministry of Industry and Trade. The conclusions of the analysis were:
The state would bear all the business risks and the project could not be financed directly from the budget because it would have caused illegal state aid.
The ministry mentions a possible lower competitiveness of deep metal mining or possible alternatives to lithium accumulators in the automotive industry. The risks will all be on the state.
The ministry also mentions other arguments against mining in state overhead. Diamo does not have the necessary staff, and the relocation of the dismissed miners from Ostrava to the Ore Mountains is not very realistic. And:

State owned enterprises should not benefit from lithium mining. A more reasonable solution would be to establish a JV with EMH or raise taxes. It could be enough for the state to buy shares in EMH!
Not much longer to wait.
