They could have offered this to retail investors as a CR. Why to an undisclosed institutional. Shareholders are #1 and haven't performed to that standard in this case. I'm a long term holder. Don't post often on HC. You have to be weary of positive confirmation bias from your base of regular posters. The project is sound. The mgmt move is dumbfounded.
