That's possibly it, although I registered a new Google account, reset the phone to factory settings and am using a local simcard. I checked the Google Play store in the Web browser and it does seem to appear on the Indonesian page.
Perhaps as I keep swapping back in my aussie sim. I'll see if I can find a local to try.
