    The grey area:
    Are BRTV selling FCC LOC's or Videos?

    Is the client agreeing to the video (at no to very minimal cost upfront) to get to the $12-15k LOC or they really want to pay $4000- $8000 for the video/marketing?

    Q: Can a client accept the $15k LOC, cancel the video, and still get the $15k LOC?

    Are BRTV selling the video under the guise of dangling the carrot of a $15k credit line to a small business who's just got their monthly bills?
