Because 400M won't build the plant. Haven't seen that figure , where did it com from? Build includes tails dam, raw water dam, process water dam, initial mine development, purchase of mining equip, heavy vehicle and maint workshops, construction camp , offices as well as the processing plant. I also allowed for acid plant.
