i think you will find that the majority of the shares being issued to the investors at 3 cents is just the left over in relation to the short fall that wasn't taken up by the share holders some months back. As you may or may not recall all share holders got the opportunity to pick up whatever amount they wanted at that price. That closed way under subscibed so obviously management have been able to place them to others.
