To suggest BUL pays for the pipeline is ridiculous. For a start, Shell-Petrochina has the lion's share of the Bowen Basin gas; but APA finances the construction itself, does it not, gaining its revenue from piping the gas.
The company has stated the pipeline not being built does NOT prevent a GSA being achieved, although it may be a consideration in negotiations. Obviously it would be better if it were, or at least, plans under way, but given the purchaser of Blue's gas may not be using it for years, this is a factor.
