Declaratory relief, page-7

I think this is the stupidest idea that I've ever had in my life but here goes.......

Now that management have come out after all this time and uttered the words "declaratory relief" why don't they just spell out in their own words exactly what it means for the company? That way we can dispense with all the Googled definitions and outlandish theories that will ensue til they drop their next little bombshell. Seriously, they must have been having a right old giggle over all the PE theories expounded on these hallowed FAR threads if the process went our way....
