Commissioning is simple terms is setup. there is A LOT of things that need to be commissioned to bring a mine online & ready for production. You could say commissioning started when they activated electricity at the camp.
Even after everything is running there will be equipment which is not performing to reliable standards ... it will be removed and replaced with something that will again have to be commissioned. Don't worry about the wording peoples.
