It was just saying that more has to be done by the goverment. This was in reference to the attaks on the Xstrata mine. Which are in the unstable south of the country and Pelican's operations are in the north. Hopefully this will work in the companies favour as the goverment wants to keep attracting overseas investment... Maybe it'll encourage them to make a play and ink the agreement. Which will be brilliant for everyone.
