Sorry just realised there is another question here.

Theoretically, in terms of bandwidth, wireless/mobile, should never be higher then fixed, line, bandwidth. Just by the nature that you get better signal thru the "wires" then thru the air. Think about it as, in wireless, your transport medium is the air that adds/slow/downs transmissions. While if you transmit signal thru say "glass", there is nothing to really "affect" it much while its being transmitted. 26GHz isn't much if you consider fibre potentially is close to 1Petabits/s

    https://en.wikipedia.org/wiki/Fiber-optic_communication

Year Organization Effective speed WDM channels Per channel speed Distance
    1 2009 Alcatel-Lucent[18] 15 Tbit/s 155 100 Gbit/s 90 km
    2 2010 NTT[19] 69.1 Tbit/s 432 171 Gbit/s 240 km
    3 2011 KIT[20] 26 Tbit/s 1 26 Tbit/s 50 km
    4 2011 NEC[21] 101 Tbit/s 370 273 Gbit/s 165 km
    5 2012 NEC, Corning[22] 1.05 Petabit/s 12 core fiber   52.4 km

So yah, the statement is still true that, fixed line would be faster then wirless. However, I pointed to NBN, as even wireless tech like 5G is going to replace their FTTN network in 2019, as stated in the article. And also, the higher the frequency, the more you can transmit.
