Have to admit that was a smart idea to look for previous references to that licence on this forum, this thread is first mention of licence 13698 (tailings). Many references to licence 13359 which we do have.
I myself found the tailings licence on the DRC mining online map service doing some DD recently but assumed it had been talked about/ that the self-serve portal was out of date.
Still agree with @Daripper that the tailings will not hinder mine for foreseeable future. If they can drill without touching them then they can probably extract material in the same manner. 100,000m3 = 200 -300kt depending on specific gravity of tailings - is not even that much in the scheme of JORC at 300Mt *2.
If we can truck around 10Mtpa then we can probably shift aside 0.2- 0.3 Mt.
