Performance characteristics of concrete used in infrastructure in most cases is set by engineering consultants engaged for design and specification.
Design and materials have to be fit for purpose given infrastructure is expected to perform well for 50-100 years and longer.
Winning D&C tender bids are led by the winning contractor partnered with a consulting engineering group or in some cases a joint venture of consulting engineering groups that together have the expertise needed.
Wrt to concrete, it is the contractor either directly or indirectly through a supplier that comes up with mix designs that meet specifications. Documentation provided with submitted mix designs would include constituents and test results demonstrating the nominated specification has been met or exceeded.
Having agreed to a fixed price for a project that might contain 1.5 million m3 of concrete, a contractor would be interested in the lowest cost mix that will reliably meet or exceed specification requirements.
Concrete costs are normally considered in terms of (a) $/m3 supplied and (b) $/m3 to place. A slightly cheaper (a) cost won’t fly if the (b) cost is high. Ditto, a slightly more expensive (a) cost may be ok if the (b) cost is for some reason significantly cheaper. Also incrementally cheaper (a) & (b) costs might be possible . Combined modest savings $10-20/m3 will add $15-30 mill bottom line profit to the contractor. These are the kind of things examined and evaluated during the mix design and evaluation period.
