1. Minister is keen to see this project go ahead (it's in his electorate as well).
2. I am sure Marshall is keen too.
3. They've had long enough to process the damn thing.
No, all I think is holding it up now is the exceedingly slow grinding of the wheels of government bureaucracy and a new Minister with a full dance card.
