Look...I realise you think I am just being negative.

But it actually doesn't imply what you claim at all. It could just as easily be by 31.12.2020 which is still 2020 and that is exactly why they have stated as such.

You have to realise they have adjusted their time frame. They are already six months behind on stage one, based on that Aug announcement I posted and some on here would argue they are twelve months behind based on the original forecast timeframes , so stands to reason they are pushing back stage two into 2020 and beyond.
